I am directed by the Board of Trade to advert to your letter of the 19th June (llo. 22440), and to provious correspondence, on the subject of the proposed Convention between this Country and Japan for the mutual protection
of patents, trade marka, and designs in Chine.
The Board have given their careful consideration to
the "emorandum by i'r Crowe, enclosed in your letter referred to, in conjunction with the correspondence forwarded with
your letter,No. 19,753, of the 26th Hay, and the other com-
amications from Chambers of Commerce, etc., transmitted
to this Department from time to time, respecting the Brit-
ish counter-draft of Convention and the draft prepared by
Sir 7. Lugard.
In face of the almost unanimous opinion of those in-
terested in the trade with China, expressed in the corres-
pondence alluded to, the Board think that it would be of
little advantage for His Hajesty's (overnment to conclude
a Convention with Japan providing protection for registered
trade marks only. It is clear that by so doing they would
be dealing with only a small portion of the valuablo com-
mercial rights in respect of marke which have grow up in
China. In addition, the Board think that there in force
in the contention advanced from various quarters that a
